Legally Invisible Persons in Seven Stories Print E-mail

The roundtables organized in Nis, Novi Sad and Belgrade during November 2008 by the Ministry of Human and Minority Rights of the Republic of Serbia, UNHCR, OSCE Mission to Serbia and the Centre for Advanced Legal Studies, at which the Model Law on the Procedure for Recognition of Persons before the Law was presented, were used as an opportunity to at the same time present Praxis’ publication entitled “Legally Invisible Persons in Seven Stories – Why should the Law on the Procedure for Recognition of Persons before the Law be Adopted”.

The publication contains descriptions of seven characteristic cases from practice, which picture actual problems of persons who are not recognized before the law, and it has been made with the aim to once again emphasise to the wider public the need for adopting a systemic legal solution which would enable these persons to enjoy their rights guaranteed by the Constitution of the Republic of Serbia. The publication, which illustrates in a simple manner the difficulties that the “legally invisible” persons go through, wandering through labyrinths of passive and rigid bureaucracy in order to prove their identity, has attracted great interest of those present at the roundtables, as well as relevant stakeholders dealing with the issue.
